QUESTION: Can the multiplexing from DS1 to DS3 be done directly without passing
intermediately through DS2?
ANSWER: Unfortunately, the intermediate step of going through DS2 is mandatory if you wish to adhere to standards. There are proprietary (non-standard) multiplexing formats that can go directly from DS1 to DS3 but they are not well documented or described. But this is not really a drawback anymore since integrated circuits are available that do the entire M13 function inside a single chip and the notion of the intermediate step of DS2 is "invisible".
