QUESTION: Who is responsible for synchronization in a network; the transmission people, the switch personnel, or…?

ANSWER: Because synchronization is a distributed function, with causes and effects potentially spread over a large area, and because efficient sync distribution relies on a well-designed and well-executed plan, responsibility must lie with a designated "sync coordinator". This is true for any size of network, and for any sync distribution strategy. As well as being responsible for the distribution plan, the sync coordinator is also responsible for updating the plan as the network evolves; ensuring the required upgrades and re-provisioning are done effectively; providing trouble-shooting and corrective procedures; and maintaining accurate documentation of all the above.
